That got me to 60fps but i was getting terrible screen tearing. However, with nvidia inspector you might be able to minimize the problem, at least it did the trick for me: Web set your monitor to 60hz and lock your fps to 60 as well. Extract the wrapperversion folder and copy d3d11.dll, d3dcompiler_46e.dll and enblocal.ini into the skyrim special edition installation folder.
