Provide screenshot (s)/video (s) of the issue encountered: We recommend that you completely remove your old drivers before updating to the latest. Web you will always be cpu bottlenecked with a 3080 on msfs in complex airliners, especially in 1440p. The increased voltage causes overheating and can gradually damage your computer's hardware (cpu, gpu, ram, and motherboard). Do a 'clean installation' of the drivers of your gpu. Web go to settings > system > display > graphics settings; Web turn off overclock and revert to defaults in case the sim is thermal throttling your cpu which kills fps rates. Web still high cpu on install in december 21, so not fixed. I find that i get much better performance @ 4.7ghz than if i overclock to 5.0ghz. If that doesn't improve things look to performing a clean install of the video drivers using nvidia's built in clean install option.
I really do not understand how its this bad if sourced from azure cds. Dedicated gpu assigned to ms flight sim on both windows and nvidia control panel. There is a switch for gpu scheduling. Web msfs 2020 (ms store, installed on c, msfs content on seperate 2tb m.2 ssd). It's the same for me (1080ti and 3600 at 1440p). You could upgrade your cpu and will gain around 5 fps in heavy situations (like a32x at kfjk), but that's about it. Disable intel speedstep, xmp profiles etc. I find that i get much better performance @ 4.7ghz than if i overclock to 5.0ghz. It's not the fault of the gpu but rather it's how any flight sim works.
